In 2019 Kivu supported the British Embassy Tunis and British Embassy Rabat to deepen their insight into education reform opportunities and to develop their education programmes in these two countries. The focus of theseprojects was on developing political and technical understanding of the context and opportunities. In both cases Kivu carried out a small number of country visits that involved direct engagement with politicians and government officials, and direct observation of educational provision at local level. There was a strong focus on the domestic political environment, and the analysis highlighted the implications of very different political settlements in the two countries: an ‘executive monarchy’ in Morocco versus a fragmented parliamentary democracy in Tunisia. In both cases Kivu identified opportunities for technical assistance which reflected specific local demand, and developed options for education policy influencing.
