Mark Lloyd

Mark plays a lead role on Kivu’s support for the strategic centres of government, including leading Kivu’s work to strengthen the policy and strategy function in State House Malawi. Mark also plays a lead role in the implementation of locally led policy influencing projects including in Bangladesh, with a focus on economic policy.

Before joining Kivu International, Mark was a senior civil servant in the UK government (HM Treasury). His government experience includes working for two years as a Senior Economic Advisor to two UK Prime Ministers in Number 10. In addition to providing advice across all key economic policy issues, Mark provided the strategic and coordination function within the Number 10 Downing Street Policy Unit on major fiscal policy processes, including government budgets. He also led aspects of the economic policy response to Covid19 in the UK; has established strategy functions in government line ministries; and had high-level experience working in the UK Finance Ministry across a range of policy issues from environmental taxation to social protection.
